Dr Chua has been a Council member since 1999. With his strong academic background and ground experience in public transport, he has been offering professional and valuable input to the Council. Dr Chua was awarded the Public Service Medal in 2007 and the Public Service Star in 2015 in recognition of his contributions to the Council.

Dr Chua obtained his PhD in Economics from the University of Chicago in 1989. He retired from the Singapore University of Social Sciences on 31 December 2021 after 40 illustrious years in academia.
