1. Penalty fee appeal e-service
This e-service allows members of public to file appeals against the penalty fee imposed for underpayment and non-payment of bus and train fares, and misuse of concession cards.
Please ensure you have the following information ready before clicking “Submit appeal with Singpass” or "Submit appeal without Singpass" button to fill in the form:
Notice to Pay Penalty Fee (NTPF) serial number
Email address
Personal particulars (for non-Singpass submissions only) i.e. full name, NRIC/FIN/passport number, mailing address, contact number
Reason for not paying appropriate fare (maximum 600 characters)
Supporting document (if any) - supported file formats: jpg, png or pdf with maximum file size of 20 MB
Important Information
By law, you should file your appeal no later than 14 days from the date of issue of the Notice to Pay Penalty Fee (NTPF) to you. Failure to meet the deadline could mean that the appeal would not be considered by the Public Transport Council (PTC).
Please ensure that you complete all sections in this form. Incomplete information would result in longer processing time.
By submitting this form to the PTC, you acknowledge and consent that the PTC may disclose your personal particulars to other Government agencies and non-Government entities e.g. SimplyGo and Public Transport Operators, as well as collect and use necessary data from these agencies and entities so as to facilitate investigation of your appeal.
Please provide a valid email address or mailing address. Upon successful submission of appeal, a confirmation page with a Response ID will be displayed on screen. If you have provided an email address, you should receive an automated acknowledgement email within 5 minutes of your appeal submission. If you do not see the automated acknowledgement email in your inbox, please check your “spam” / “junk mail” folder and add “e-appeal-management-system@gather.gov.sg” to your Safe Sender List. If you did not received the automated acknowledgement email after checking, please submit details of your application at PTC Feedback Form | FormSG and we will respond to you within 3 working days. No acknowledgement will be issued if you have provided us with your mailing address.

Please note that the estimated processing time of the appeal may take up to a month.
You will be informed officially of the outcome of your appeal in writing (by email or post). By law, PTC's decision on an appeal is final.

This e-service allows you to check the status of your appeal application against the penalty fee imposed for underpayment and non-payment of bus and train fares, and misuse of concession cards.

Response ID which can be obtained from the confirmation page upon successful submission of appeal as well as from the auto-acknowledgement email if the option to receive the appeal outcome via email was selected
