Ticket Payment Service Regulation

The PTC regulates and licenses ticket payment services on public transport with the objective of safeguarding commuters’ interest in the mode of payment for public transport fares. Ticket payment services include services for the following:

  • clearing of ticket transactions; and
  • sale, top-up, replacement, refund, or management of the use of, a mode of payment for tickets (e.g. ez-link cards, NETS FlashPay cards).

EZ-Link Pte Ltd, Network for Electronic Transfers (Singapore) Pte Ltd and Transit Link Pte Ltd are regulated under this regime. Any fees charged by the licensees have to be approved by the PTC.

There are more than 700 service points at bus interchanges/terminals, bus stops, and RTS stations that offer the sale, replacement, and refund of cards. All top-up of cards at such service points continue to be free of charge.
