FARE EVASION & PENALTY FEE

Fare evasion in public transport results in fare leakage. If the problem of fare leakage is left unchecked, it could eventually translate to additional pressure for fare adjustments. This is not in the interest of those commuters who have paid the correct fares.

With effect from and on 1 July 2008, TransitLink and the two public transport operators, SBS Transit and SMRT, will implement the penalty fee system to deter fare evasion on their basic bus and train services.

The penalty fee for not paying the correct or appropriate fares (i.e. no payment, under-payment, or misuse of concession cards) on basic bus or train services is as follows:
-$20 for non-payment or underpayment of correct fares; and
-$50 for misuse of concession cards (child, student, NS-men, senior
citizen).

Only appointed public transport officials (e.g. current traffic/ticket inspectors, station masters) can lawfully enforce the penalty fee on basic bus services and trains. They are required to carry and show their authority cards when performing such enforcement work.

The penalty fee system is premised on the penalty fee regulations taking effect on 1 July 2008. The regulations are not applicable on non-basic bus services such as premium bus, express bus, fast-forward bus, Night Owl bus services, etc.
