Professor Phang Sock Yong
Professor Phang is a faculty member at the Singapore Management University. Her research interests include transportation economics, economic regulation and Public Private Partnerships (PPPs). Professor Phang is a member of the Competition Commission of Singapore, the Energy Market’s Gas Network Code Modification Panel, the Centre for Liveable Cities Advisory Board as well as the LTA Academy Advisory Board.
Mr Richard Magnus
Mr Richard Magnus is Chairman of the Casino Regulatory Authority and he has a distinguished public service career with the Singapore Legal Service. In recognition of his contributions, he was conferred the Public Administration Medal (Silver) in 1983, the Public Administration Medal (Gold) in 1994, the Public Administration Medal (Gold) (Bar) in 2003 and The Meritorious Service Medal in 2009.
Ms Lim Huay Chih
Ms Lim is Director of School Planning & Placement Division, Ministry of Education. She has a Masters in Public Management from the National University of Singapore. She is also a Council Member of Ngee Ann Polytechnic and a member of the Compulsory Education Board.
Mr Gopinath Menon
Mr Menon is an Adjunct Assoc Professor in the School of Civil & Environmental Engineering, at the Nanyang Technological University. He is a principal consultant with CPG Consultants Pte Ltd. He is the Vice-Chairman of the Singapore Road Safety Council. He has vast experience in the transport field, specialising in traffic management, road pricing and bus priority. Mr Menon was awarded the Public Service Star (BBM) in 2010 in recognition of his contributions to the PTC since 2005.
Mr Abdullah Shafiie Bin Mohamed Sidik
Mr Abdullah Shafiie Bin Mohamed Sidik is Chairman of Siglap South Community Club Management Committee and Joo Chiat Constituency Sports Club. He is also the President of Singapore Silat Federation. For his service to the community, Mr Abdullah Shafiie was awarded the Public Service Star (BBM) in 2005.
Mr Yeo Teck Guan
Mr Yeo is the Acting Group Director of the Land Transport Authority’s Vehicle and Transit Licensing (VTL) Group. He joined the Authority in 1998 and was the Director, Public Transport Regulation, from 2007 to 2012. He brings to the Council his extensive experience in the regulation of public transport services.
Associate Professor Vincent Chua
Associate Professor Vincent Chua is Acting Director of the Centre for Applied Research at SIM University (UniSIM). He obtained his PhD in economics from the University of Chicago in 1989. Associate Professor Vincent Chua contributes actively to the deliberations of the Council. His strong academic background and ground experience on public transport enable him to offer professional and useful inputs to the Council. Associate Professor Vincent Chua was awarded the Public Service Medal (PBM) in 2007 in recognition of his contribution to the Council since 1999.
Mr Karmjit Singh
Mr Singh is Chairman of the Chartered Institute of Logistics and Transport Singapore (CILT). He is an Independent Board Director of the Keppel Telecommunications and Transportation Ltd, a subsidiary of Keppel Corporation. He is also the Board Director of Gati Asia Pacific Pte Ltd and is a member on the Board of The Logistics Institute Asia Pacific, NUS. Being actively involved in Logistics professional development through his involvement in CILT for over 15 years, Mr Singh participated in the General Agreement in Trade and Services deliberations on air transport services in 1991.
Ms Ang Yih Ching, Angeline
Ms Ang is the Senior Manager (Organisational and Management Development) of Singapore Press Holdings. She did her Master's studies recently at NUS Lee Kuan Yew School of Public Policy and Harvard Kennedy School of Government, and was conferred Masters in Public Management in 2010. She served on the NUS Alumni Advisory Board and received the NUS Outstanding Young Alumni Award in 2009. Ms Ang was also a council member of the National Youth Council from 2007-2011. She led a delegation to a China-ASEAN Youth Conference. She was also a member of the Mentoring Movement Steering Committee. She was also involved in the planning process of setting up a Young Professionals Network.
Mr Toh Hock Poh
Mr Toh Hock Poh is President of Metal Industries Workers’ Union. An active unionist, Mr Toh received the Comrade of Labour Award at May Day Awards in 1998 and the Public Service Medal (PBM) in 2009.
Mr Chan Boon Fui
Mr Chan is Deputy Chief Executive and Group Director (Policy and Corporate Development) of the People’s Association. He holds a Master of Science in Management from Stanford University. Mr Chan has previously held various appointments in the Ministry of Trade and Industry, Ministry of Transport and Ministry of Defence.
Mr Gerard Ee - Chairman
Mr Ee is Chairman of the Public Transport Council, and also chairs the Council for the Third Age, Singapore Institute of Management Governing Council and Changi General Hospital. He chairs the Audit Committee of Great Eastern Life Assurance Co. Ltd. He also chairs the Audit Committee of MOH Holdings which provides oversight on the Group Internal Audit function covering all the restructured hospitals in Singapore. An accountant by profession, Mr Ee spent a large part of his career at Ernst and Young, where he retired as a partner. Mr Ee is active in the field of social service and he has chaired an extensive range of social service organisations. For his many years of dedicated service to the community, Mr Ee was awarded the Meritorious Service Medal in 2007.
Mr Rajendran s/o Govindarajoo
Mr Rajendran is President of the Chemical Industries Employees' Union and a member of the NTUC Central Committee. He is Trustee of the NTUC Education and Training Fund and also sits on the NTUC Club Management Council. Mr Rajendran is a Council member of The Workplace Safety and Health Council (WSHC). In recognition of his contributions to the labour movement, Mr Rajendran received the Comrade of Labour Award at May Day Awards 2007.
Mdm Tan Seow Peer
Mdm Tan Seow Peer is a practicing lawyer with Lee Bon Leong & Co. She is active in community work and is the chairperson of Tiong Bahru Community Club Management Committee. Mdm Tan received the Public Service Star (BBM) Award in 2011.
Dr Teng Su Ching
Dr Teng is Director of Lattice Works Pte Ltd and is also Head of the General Studies Programme and University Core Curriculum, SIM University. She holds a PhD in Applied Linguistics from the National University of Singapore. She was formerly Vice-Dean of the Lee Kuan Yew School of Public Policy. Dr Teng was appointed Justice of the Peace in 2005. She is a subordinate court mediator and a member of the Singapore Prisons Board of Visiting Justices. She is active in the grassroots and is Secretary of Yuhua Citizens’ Consultative Committee. She received the Public Service Medal (PBM) in 2003.
Mr Tay Bok Hock, Louis
Mr Tay is Chairman of Bukit Panjang Constituency Sports Club, Vice-Chairman of Bukit Panjang Community Club Building Fund Committee and Treasurer of Bukit Panjang Citizens' Consultative Committee. He was awarded the Public Service Medal and Public Service Star in 2000 and 2005 respectively. Mr Tay is currently holding the position of Senior Project Manager in Lian Soon Construction Pte Ltd.
Meet the Council Members
Council Members are appointed on the basis of their competency, good public standing and wealth of experience, especially their ability to contribute effectively to PTC’s deliberation on public transport issues. The Council Members are chosen from a wide spectrum of society including:
- Professional services
- Business enterprises
- Academic institutions
- Labour unions
- Grassroots organisations
The composition of the Council facilitates a wide representation of views from the public. The Council currently comprises of 16 members and many of them are regular users of public transport.
